Audit Quality Indicators, or AQIs, are measurable signals that help an audit partner identify where audit quality may be under pressure before a serious deficiency occurs. They should not be treated merely as statistics for a transparency report or an annual quality meeting. At portfolio level, AQIs should function as an early-warning system that helps the partner allocate time, people, specialists, reviews and technical support to the engagements that need them most.
This approach is consistent with ISQM 1, which requires audit firms to operate a proactive, risk-based system of quality management tailored to the nature of the firm and its engagements. ISA 220 (Revised) also strengthens the engagement partner’s responsibility for managing and achieving quality at the individual audit level. Portfolio management should therefore connect firm-level quality risks with conditions emerging on each engagement.
The first group of AQIs should measure partner and manager involvement. Useful indicators include partner hours as a percentage of total audit hours, manager and partner hours devoted to significant risks, the timing of those hours, and the number of engagements assigned to each partner and manager. Hours incurred early during planning and while major judgments are being developed are generally more valuable than a sudden concentration of partner review during the final week.
The partner should not consider only total annual hours. The portfolio dashboard should identify workload peaks, overlapping reporting deadlines, the number of major audits closing in the same week, travel requirements, group-audit responsibilities and significant transactions occurring across the portfolio. A partner may appear to have sufficient total capacity for the year while being severely overloaded during January and February. PCAOB metric initiatives and FRC firm metrics recognise partner and manager involvement, workload and allocation of audit hours as important information when considering audit quality.
A warning sign exists where the partner is responsible for too many high-risk engagements, review hours are consistently postponed until completion, or the partner’s actual hours are materially below the original plan without a convincing explanation. The objective is not to maximise partner hours on every engagement, but to ensure sufficient and timely involvement in the matters requiring the partner’s judgment and authority.
The second group should measure the capability and stability of the engagement team. Relevant indicators include the experience of team members, industry experience, staff turnover, continuity from the prior year, vacancy levels, reliance on temporary personnel, and the ratio of junior staff to experienced personnel. Training hours are useful, but the partner should also assess whether the training relates to the actual risks in the portfolio.
For example, a team auditing a business combination, complex financial instruments or a major information-system implementation may need specific technical experience that cannot be replaced by general audit training. High staff retention is not automatically positive if the team lacks the necessary competence, while some turnover may be manageable if replacements are experienced and properly briefed. The indicator should therefore combine experience, continuity and relevance of skills rather than relying on one percentage alone.
The third group should monitor whether audit work is being performed at the right time. Partners should track the percentage of planned hours completed before year-end, the completion status of planning and interim procedures, overdue workpapers, unresolved information requests and the volume of work deferred to the final close period. A portfolio in which most procedures are performed during the last two weeks is exposed to greater risk of rushed judgments, superficial review and excessive dependence on management explanations.
The partner should also monitor the age of outstanding audit issues. A difficult accounting matter identified three months before year-end but still unresolved at completion may indicate weak escalation rather than genuine complexity. Important consultations, valuation work and discussions with management should begin early enough to allow evidence to be obtained and challenged properly.
Client readiness should be included as an AQI because audit quality is affected by the timing and quality of information supplied by management. Useful measures include the percentage of schedules delivered on time, rejection rates for incomplete schedules, repeated revisions to trial balances, the number of late consolidation adjustments and delays in obtaining key evidence. These indicators should not be used to shift audit responsibility to the client, but they help the partner determine whether additional resources, revised milestones or earlier escalation to the Audit Committee are needed.
The fourth group should focus on significant risks and specialist resources. The partner should compare the hours and expertise allocated to revenue, estimates, impairment, taxation, information technology, fraud, group audits and other significant risks with the original risk assessment. A large volume of hours in low-risk testing does not compensate for insufficient attention to complex judgments.
Indicators may include the proportion of audit hours spent on significant-risk areas, the date specialists were involved, whether specialist findings were resolved promptly, and whether the team changed its approach when new risks emerged. Where a specialist is consulted only after management and the audit team have already agreed on a conclusion, the specialist may have limited opportunity to influence the audit approach.
The fifth group should evaluate the quality and timing of review. Useful measures include outstanding review points, average time taken to clear review comments, the number of review notes raised after the reporting deadline, repeated review findings, late partner review and whether engagement quality reviews were completed at appropriate stages. ISQM 2 requires an engagement quality reviewer to evaluate significant judgments and conclusions objectively on engagements for which such a review is required. The review should provide timely challenge, not become a final administrative check immediately before the report is signed.
The partner should distinguish between the number and nature of review notes. A high number of notes may reflect thorough review, weak file preparation, or both. More informative indicators include recurring notes on the same subject, notes revealing insufficient audit evidence, late changes to major conclusions and issues that should have been identified at a lower review level.
The sixth group should monitor technical consultations and differences of opinion. A healthy portfolio is not necessarily one with no consultations. A complete absence of consultation on complex engagements may indicate overconfidence or reluctance to raise difficult matters. Useful indicators include the number and timing of consultations, matters awaiting technical clearance, differences of opinion, time required to conclude, and whether the engagement team implemented the consultation outcome.
Consultations initiated early are normally more useful than emergency requests immediately before signing. The partner should also monitor whether the same technical issue arises repeatedly across several clients, as this may indicate a need for portfolio-wide guidance, training or a standard audit response.
The seventh group should cover internal monitoring and inspection results. Relevant measures include the percentage of files receiving satisfactory internal inspection outcomes, the number and severity of findings, recurring deficiencies, overdue remediation actions, cold-file review results and external inspection findings. These are lagging indicators because they describe work already completed, but they remain critical for identifying patterns across the portfolio.
The partner should not stop at counting findings. Root-cause analysis should consider whether deficiencies arose from insufficient competence, workload pressure, weak supervision, poor project management, methodology gaps, client delays or an inappropriate commercial culture. FRC thematic work has emphasised the importance of AQIs as an early-warning system and of root-cause analysis for turning findings into sustainable quality improvements.
The eighth group should examine audit economics without treating profitability as a measure of quality. Partners should monitor significant fee under-recovery, repeated budget overruns, excessive unpaid work, major scope changes and engagements where the fee no longer supports the resources required by the risk. A low recovery rate does not necessarily mean poor quality; the team may have performed necessary additional work. However, persistent under-budgeting may create pressure to reduce procedures, delay specialist involvement or assign excessively junior teams in future years.
The relevant question is whether the commercial model enables the firm to perform the necessary work. The partner should distinguish efficiency improvements from reductions that weaken challenge or evidence. A portfolio containing several high-risk, low-fee and poorly prepared clients may require repricing, restructuring, additional safeguards or reconsideration of continuance.
Independence and ethical matters should also appear on the dashboard. Indicators may include overdue independence confirmations, non-audit services awaiting approval, financial relationships, long association of senior personnel, fee concentration, unresolved conflicts and breaches identified during the year. A technically strong audit may still fail if independence risks are not identified and addressed promptly.
No single AQI proves whether an audit is high or low quality. AQIs should be interpreted together, over time and in the context of each engagement. Low partner hours may be reasonable for a stable, low-risk client with an experienced team, but dangerous for a first-year audit involving a major acquisition. High turnover may be manageable if replacement staff are experienced, while stable staffing may still be inadequate where the engagement has become more complex.
Partners should therefore use a focused dashboard rather than collecting dozens of measures. A practical portfolio dashboard might include partner and manager workload, partner involvement in significant risks, team experience and turnover, milestone completion, client readiness, specialist involvement, unresolved issues, review status, inspection findings and fee pressure. Each measure should have a defined owner, data source, reporting frequency and threshold for action.
The dashboard should identify trends and exceptions rather than encourage teams to meet arbitrary numerical targets. If partner-hour percentages become performance targets, teams may record hours without improving involvement. If the objective is to eliminate review notes, reviewers may stop documenting important challenges. AQIs should stimulate professional discussion, not become a score that can be managed cosmetically.
A useful governance approach is to classify engagements as green, amber or red based on a combination of indicators. An amber engagement may require additional partner time, earlier consultation or closer milestone monitoring. A red engagement may require a hot review, an additional specialist, reassignment of senior staff, escalation to firm leadership or reconsideration of the reporting timetable. Actions should be documented and followed through rather than merely discussed at a portfolio meeting.
AQIs should combine leading and lagging indicators. Workload, staffing, delays, late reviews and unresolved issues are leading indicators that may allow intervention before signing. Inspection findings, restatements and recurring deficiencies are lagging indicators that show whether earlier quality responses were effective. CPAB’s AQI work emphasises that quantitative indicators can improve collaboration, project management and the quality of discussions among auditors, management and Audit Committees, but that the indicators must be selected and interpreted in context.
In summary, the most valuable AQIs for an audit partner are those that answer four questions: Are the right people assigned? Are they devoting sufficient time at the right stage? Are significant judgments receiving appropriate challenge and specialist support? Are recurring quality problems being identified and corrected? A good portfolio dashboard does not replace professional judgment. It directs the partner’s judgment toward the engagements where intervention can make the greatest difference before an audit-quality problem becomes an inspection finding or an incorrect audit opinion.

คำถามสำคัญคือรูปแบบทางการค้าสนับสนุนให้ทีมทำงานที่จำเป็นได้หรือไม่ Partner ต้องแยกประสิทธิภาพที่ดีขึ้นออกจากการลดงานที่ทำให้การท้าทายหรือหลักฐานอ่อนลง หากในพอร์ตมีลูกค้าความเสี่ยงสูง ค่าธรรมเนียมต่ำ และมีความพร้อมด้านข้อมูลต่ำหลายรายพร้อมกัน อาจต้องปรับค่าบริการ ปรับโครงสร้างทีม เพิ่มมาตรการป้องกัน หรือพิจารณาการรับงานต่อ
