Full population testing does not make audit sampling obsolete. It changes how auditors select and test transactions, but sampling remains important where testing every item is impractical, unnecessary or unable to provide the type of evidence required. In practice, an effective audit often combines full population analytics, targeted testing and audit sampling rather than relying on only one method.


Under TSA 500, auditors may select items for testing by examining all items, selecting specific items or applying audit sampling. The appropriate method depends on the assessed risk, the relevant financial statement assertion, the characteristics of the population and the effectiveness of the available procedures. Testing 100% of a population may be suitable where there are only a few high-value items, where significant risk requires extensive examination or where automated processing makes full-population testing cost-effective.


Audit sampling has a specific meaning. TSA 530 defines it as applying audit procedures to less than 100% of the items in a relevant population so that the auditor has a reasonable basis for drawing conclusions about the population as a whole. When the auditor genuinely tests every item in a defined population using the same procedure, sampling risk for that specific test is removed. However, other audit risks remain.


The most important limitation is that examining every electronic record does not mean that every transaction has been fully audited. An automated tool may analyse all journal entries for duplicate numbers, weekend postings, unusual users or amounts immediately below approval limits. This represents full population testing of selected characteristics, but it does not prove that every transaction has a genuine business purpose, valid supporting documents, correct accounting treatment and appropriate authorisation.


The strength of full population testing therefore depends on the audit objective and the quality of the testing logic. A complete dataset can be tested using an ineffective rule. For example, identifying duplicate invoice numbers may detect some duplicate payments but may fail where invoice numbers were entered in different formats. Testing all transactions above an approval threshold may also fail to detect deliberate splitting of payments unless the analytical logic is designed to identify related transactions.


Data completeness and reliability are equally important. Before relying on full population testing, the auditor must establish that the data extracted from the accounting system represents the complete and accurate population relevant to the audit objective. Risks may arise from incorrect extraction parameters, excluded business units, missing fields, failed interfaces, transactions maintained outside the main system or changes made after extraction. Testing 100% of an incomplete population does not provide complete audit evidence.


Full population testing also does not eliminate non-sampling risk. The auditor may use an inappropriate procedure, misunderstand the business process, configure the tool incorrectly, overlook an important exception or draw the wrong conclusion from the results. Testing every item in the wrong population or applying the wrong criteria can create a misleading sense of assurance.


In many audits, full population analytics is most effective as a risk-identification and selection tool. The auditor may analyse all transactions to identify high-value items, unusual trends, duplicate payments, related parties, unexpected users or transactions outside normal business hours. Those items can then be examined individually. However, selecting only unusual or high-risk items is targeted selection, not audit sampling, and the results cannot automatically be used to conclude on the untested remainder of the population.


Sampling remains particularly relevant where audit procedures require human inspection, external evidence or professional judgment. Examples include examining contracts and supporting documents, confirming balances with customers, observing inventory counts, testing manual controls, reviewing evidence of service delivery and assessing accounting estimates. Performing these procedures for every transaction may be impractical and may not provide proportionately stronger evidence.


Controls testing is another area where sampling often remains necessary. An accounting system may process thousands of transactions, but the auditor may need to test whether a manager reviewed monthly reconciliations, investigated exceptions or performed a manual control consistently throughout the year. Testing every system transaction does not necessarily establish that a manual review control operated effectively throughout the period.


Accounting estimates also cannot normally be resolved through full population testing alone. Impairment, expected credit losses, provisions, fair values and useful lives depend on assumptions, models and management judgment. Data analytics may test the underlying data or recalculate a model across the entire population, but the auditor must still assess the relevance of assumptions, estimation uncertainty, management bias and the reasonableness of the overall conclusion.


A strong modern audit may therefore divide the population into several layers. Material or individually significant items may be tested in full. Automated analytics may be applied to the entire population to identify exceptions and patterns. High-risk items may be selected for detailed examination, while a representative sample may be drawn from the remaining population to address aggregation risk and provide coverage over ordinary transactions. Unpredictable selections may also be included to reduce the risk that management can anticipate the audit approach.


The use of automated tools does not reduce documentation requirements. The auditor should document the audit objective, data source, population definition, extraction and validation procedures, testing logic, parameters, exceptions identified, follow-up procedures and conclusions. Technology can increase the volume of information examined, but it does not replace professional judgment, professional scepticism or the need for sufficient appropriate audit evidence.


In summary, full population testing removes sampling risk only for the specific population, attributes and procedures actually tested. It does not remove the risks of incomplete data, inappropriate testing logic, unreliable evidence, incorrect interpretation or management judgment. Audit sampling therefore remains important, although its role is evolving. The strongest approach is to use technology to examine more data while combining it with targeted investigation, representative sampling, external evidence and professional scepticism.

โดยสรุป Full Population Testing ขจัดความเสี่ยงจากการเลือกตัวอย่างได้เฉพาะประชากร คุณลักษณะ และวิธีตรวจสอบที่ถูกทดสอบจริงเท่านั้น แต่ไม่ขจัดความเสี่ยงจากข้อมูลไม่ครบ เกณฑ์วิเคราะห์ไม่เหมาะสม หลักฐานไม่น่าเชื่อถือ การตีความผิด หรือดุลยพินิจของฝ่ายบริหาร Audit Sampling จึงยังมีความสำคัญ เพียงแต่บทบาทกำลังเปลี่ยนจากการเป็นวิธีหลักเพียงอย่างเดียว ไปสู่การทำงานร่วมกับการวิเคราะห์ข้อมูลทั้งประชากร การเลือกรายการตามความเสี่ยง หลักฐานจากภายนอก และความสงสัยเยี่ยงผู้ประกอบวิชาชีพ
